Telecom Department Integrates Net Neutrality Rules With License Issuance

Net Neutrality Rules

Integrating net neutrality rules with the issuance of a license to broadband providers and wireless carriers aims to guarantee the protection of consumers.

India’s Department of Telecommunications (DoT) made some significant changes to their policies regarding the issuance of licenses to the country’s ISPs. This means that both telecom business and broadband providers will limit, block, throttle, or bestow privileged speeds, especially discriminate contents. This ruling has been made clear by DoT’s highest decision-making body, the Telecom Commission.

The DoT said that the government’s dedication to the constitutional principles and notions of net neutrality would keep the internet usable and obtainable to all users without prejudice. Telecom Regulatory Authority of India, a sectoral watchdog, has provided the eulogies regarding the subject last November.

The Internet of Things (IoT) as a category will have no exemption from net neutrality rules. However, some classifications of IoT that come beneath crucial services will be excluded.

TRAI pointed out that Specialized services cannot become a substitute for Internet
Access Services. Their doling out must not be unfavorable to Internet access. The license arrangement determines the classification of services that can be granted by licensed service providers. This involves the requirement of VoIP and IPTV services that could be eligible as Specialized services covered by the proposed term.

The DoT will shape the essential traffic operation procedures following TRAI’s proposals. According to Telecom Secretary Aruna Sundararajan, specific types of traffic must be prioritized since today is already the era of self-governing vehicles and digitized healthcare.

TRAI had forbidden telecom companies from providing disparity pricing of data and discontinuing Airtel Zero and Facebook’s Free Basics. The watchdog had endorsed revamp in the requirements of issuing licenses to curb any kind of bigotry in internet access depending on content, source or recipient, rules, or user devices.

“DoT shall establish a multi-stakeholder body with a framework for a collaborative mechanism among the stakeholders. The body shall have an advisory role. The monitoring and enforcement functions with respect to Net Neutrality shall rest with DoT,” says the Telecom Commission.

Occasionally, the DoT could rectify the license to indicate the division of services authorized to be accomplished by license providers. The VoIP and IPTV services managed by ISPs governed by a license could be provided a biased inclination over other services.

The rest of the circular’s implementation matches exactly with TRAI’s recommendations. It was released on the stipulation that did not give up its authority to deliver recommendations on its own with respect to net neutrality.

The idea of issuing licenses and regarding net neutrality would make a great move to restore the open internet. If net neutrality is not important, several states and countries around the world will not fight for it.
